Drawing on the experiences and perspectives of women-rights organisations, the report shows how funding, compliance, and risk management practices shifts responsibility and risk onto organisations closest to affected communities, while limiting their access to resources, power, and decision-making.
The report goes further by naming these practices as a form of structural violence: a system that extracts knowledge, labour, relationships, and risk from local organisations while leaving them to absorb the consequences. It challenges us to ask who bears the risk, who holds the power, and who benefits from the humanitarian system, and calls for fundamental shifts towards more equitable, feminist approaches to risk, funding, and power.
